Joint efforts in market supervision urged

The State Council issued a circular on Feb 15, urging all departments and local governments to join hands to adopt the oversight model of random inspections and public release in market supervision.

Selecting targets for inspection and dispatching inspectors at random, and promptly releasing the results to the public is a major innovation in concept and method of market supervision, and an effective measure to ease the burden on enterprises and optimize the business environment, the circular said.

In principle, all administrative inspections should be conducted with randomly selected market entities and inspectors, and the inspection items, plans, and results must be released to the public in a timely manner, according to the circular.

Problems found through complaints and data monitoring must receive targeted inspections, and results of the inspections should be shared by all departments, the circular added.

The move is aimed at enhancing the credit awareness and self-discipline of market entities, and cutting down on interruptions in their production and operation activities.

The circular also said, by the end of 2020, this inspection model should be applied in all related departments.

Provincial-level governments should build a unified supervision platform based on the National Enterprise Credit Information Publicity System and the National Credit Information Sharing Platform, to provide technical support for the random inspections, publicity and comprehensive application of the results, the circular said.

Inspection item lists should be created to clarify the inspection standards, targets, and methods, it added.

Provincial-level governments should establish two databases for inspection targets and inspectors in accordance with inspections items at all levels within their jurisdiction, the circular urged.

The circular also asked local governments at or above the county level to create overall annual plans for inspection, which should list inspection tasks and departments involved, and strengthen the publicity of the results, while carrying out special inspections on irregularities.
