CIIE’s Forum on the Fight against IPR Infringement and Counterfeiting held in Shanghai

and Deputy Head of SAMR delivered remarks 

On November 8, 2018, as one of the major sideline events of the first China International Import Expo (CIIE), the Forum on the Fight against IPR Infringement and Counterfeiting was successfully held in Shanghai National Convention and Exhibition Center. The forum was jointly sponsored by the Office of the National Leading Group on the Fight against IPR Infringement and Counterfeiting (“the Office”), State Administration for Market Regulation (SAMR) and China Association of Enterprises with Foreign Investment(CAEFI).

Themed on “Cooperation, Innovation and Co-governance”, the forum consisted of three sessions on international cooperation, innovative governance and co-governance construction, with an aim to promote the achievements of China on the fight against IPR infringement and counterfeiting, exchange the international experience and improve the level of social co-governance and global coordination against IPR infringement and counterfeiting.

Gan Lin, Director of the Office and Deputy Head of SAMR and Chen Deming, President of CAEFI attended the forum and delivered opening remarks. Xu Kunlin, Vice Mayor of Shanghai People’s Government attended the forum, too. Yan Xiaohong, President of Copyright Society of China and Chen Hongbing, Director of WIPO China Office also attended and addressed the forum.

Gan Lin said that IPR protection is key to China’s long-term development and the Chinese government has always attached high importance to anti-IPR infringement and anti-counterfeiting work. In recent years, especially since the 18th CPC National Congress, the Chinese government has been drawing experience from international practice, enhancing the top-level design and improving the work mechanism. The fight has been paid off, as effective measures have been taken in organizing rectification in key sectors, promoting the regional and inter-agency coordination, improving the legal system, bringing into full play the role of judicial protection and expanding international communication and cooperation.

Recently, the State Council adjusted the personnel composition of the National Leading Group on the Fight against IPR Infringement and Counterfeiting. Seated in SAMR, th Office strives to further enhance the efforts and level of fight against IPR infringement and counterfeiting.

The forum was co-sponsored by Copyright Society of China and China Trademark Association and organized by Shanghai Administration for Industry and Commerce. The representatives from EU Delegation to China, International Anti-counterfeiting Coalition (IACC) and International Confederation of Societies of Authors and Composers (CISAC) all took the floor.

The officials from members of the National Leading Group on the Fight against IPR Infringement and Counterfeiting, including Ministry of Public Security, Ministry of Commerce, General Administration of Customs, National Copyright Administration, National IP Administration and the Supreme People’s Court, etc., and the reps from some industrial associations and enterprises gave presentations on the forum.

The forum gathered over 230 participants, including participants from international organizations, embassies in China, multinationals and member units of the National Leading Group on Fight against IPR Infringement and Counterfeiting, local industrial and commercial (market regulation) authorities, domestic industrial associations and enterprises and news media, etc.
