The General Office of State Council released Opinions on Promoting Coordinated Development of E-commerce and Courier Logistics
Recently, the General Office of State Council released the Opinions on Promoting Coordinated Development of E-commerce and Express Logistics (hereinafter referred to as “the Opinions”).
The Opinions indicated that in recent years, China’s coordinated development of e-commerce and express logistics has been deepened, however, the problems of incomplete policy and legal system, unbalanced development and bad connection still exist. Efforts should be made to carry out the gist of the 19th CPC National Congress, deepen the implementation of Xi Jinping’s socialist thought with Chinese characteristics in a new era, implement the ideology of new development, deepen the implementation of “Internet + circulation” action plan and improve the coordinated development between e-commerce and express logistics.
The Opinions proposed 6 policy measures.
First, strengthen system innovation and optimize the policy and regulatory environment for coordinated development.
Second, reninforce planning and guidance, improve the e-commerce express and logistic infrastructure.
Third, intensify regulated operation, optimize the e-commerce distribution and transportation management.
Fourth, boost service and innovation and improve the back-end service capability of express delivery.
Fifth, enhance standardization and intelligence, improve the efficiency in coordinated operation.
Sixth, consolidate the ideology of green development and develop the green ecological system.
The Opinions require that various authorities in different regions should fully understand the significance of promoting coordinated development between e-commerce and express logistics, strengthen leadership and coordination and reinforce the study and policy knowledge about the emerging services and businesses while carrying out all kinds of policies and measures.
