Does Anti-IPR infringement for foreign enterprises have anything to do with 301 investigation? MOFCOM gave such response

Recently, MOFCOM, with other relevant agencies, decided to launch a four-month campaign against criminal offences of infringement upon the foreign enterprises’ IPRs. On September 28, Gao Feng,the MOFCOM’s spokesperson, said that this campaign is the continuation of China’s years of efforts to keep enhancing IPR protection and create a market environment based on fair competition. It is not an expedient measure to deal with certain countries responding to the investigation they filed. 

At the MOFCOM’s regular press conference on September 28, a journalist asked: recently, the MOFCOM and other relevant agencies released the Action Plan of IPR Protection for Foreign Investment, and decided to carry out a four-month campaign against criminal offences of infringement upon the foreign investment enterprises’ IPRs. Does this action plan have anything to do with the 301 investigation previously initiated by US? We know that 301 investigation is also targeted at IPR. 

Gaofeng said that the campaign jointly launched by MOFCOM and other relevant agencies is a special action aiming at a few matters complained a lot by the foreign enterprises in China and based on the tough crackdown by the Chinese government on IPR infringement and counterfeiting. It is also an important measure to implement the Circular about Several Measures to Increase Foreign Investment released by the State Council. 

Gaofeng underlined that IPR protection is critical to China’s innovative development. This action is the continuation of China’s years of efforts to keep strengthening IPR protection and create a market environment based on fair competition. It is never an expedient measure to deal with certain countries responding to the investigation they filed.
